Your group works for a newspaper published in England in the nineteenth century.   Your job is to investigate one area in which stories have emerged about poor conditions suffered by the working class.   You will write an editorial for your newspaper in which you describe the problem and propose a possible solution to that problem.  You will then explain your editorial to the class.
